The label of 'Stuck Tech' is really a misnomer. The tech isn't actually stuck, it is simply being researched very, very slowly. The practical effect is the same, however, as the technology is unlikely to finish researching within the span of a normal game.
The problem only occurs when the amount of RPs needed to research a technology gets sufficiently high. An error in the mathematical calculations causes the game to set the research rate of the technology to a much lower value than it should be. This patch fixes the mathematical calculation, which eliminates the problem.
